would rather后面的that从句中，谓语动词要用过去式表示虚拟。

2. discovered前加were或去掉that
题中that定语从句的先行词是problems，因此谓语动词要用被动语态，表示“调查完成后所（被）发现的问题”。或者去掉that，直接用discovered作problems的定语。

4. has -> have
此处I am referring to是修饰the law的定语从句，谓语是requires（要求）。在表示愿望（wish）、建议（suggest, advise, recommend）、请求、命令（order）等语气的词后面跟的从句，该从句的谓语动词形式均为should 动词原形，should可以省略。本题The law I am referring to requires everyone who owns a car ( should) have accident insurance.，所以要把has改为have。
